Overview
When you submit a WhatsApp message template under the Utility category, Meta may initially approve it as expected. However, Meta sometimes automatically reclassifies templates as Marketing after their internal review. This can happen instantly or over time if Meta's systems determine your content looks more promotional than transactional.
This matters because Marketing templates have different sending limits and costs than Utility templates.
Good News: You Can Request a Review
Meta gives you a 45-day window to appeal this reclassification. If approved, your template will be restored to the correct Utility category.
How to Request a Review
Follow these steps to submit your appeal through WhatsApp Manager:
Step 1: Access WhatsApp Manager
Visit Meta's WhatsApp Manager and log in with your Business Manager credentials.
Go to the Manage Templates tab for your connected Facebook Business account.

Step 2: Navigate to Review Category Updates
In Business Support Home, click on Review category updates.

Step 3: Submit Your Template for Review
Select the template you want to appeal, then click the Request Review button.

Step 4: Track Your Review Status
After submitting, your template will appear under the In Review tab. Meta typically reviews requests within a few business days.
Once Meta approves your appeal, the template will move to the Reversed tab and be restored to the Utility category.

Best Practices to Avoid Reclassification
Keep your Utility templates strictly transactional. Here's how:
- Focus on service-related content — confirmations, reminders, account updates
- Avoid promotional language — no marketing copy or sales pitches
- Skip marketing calls-to-action — phrases like "Sign up now!" or "Limited time offer"
- Use clear, direct wording — simple language about the parent's request or account status
