How to Get Your Phone Number A2P Approved in 2025
A2P 10DLC registration is how U.S. carriers (Verizon, AT&T, T-Mobile) verify who's sending text messages and why. This protects your families from spam and ensures your messages actually reach them.
Follow these guidelines to avoid rejections, stay compliant, and keep texting families without interruption.
What Is A2P Registration?
A2P 10DLC registration is mandatory for any childcare center sending text messages in the United States. Carriers use it to verify your business identity, confirm families consented to receive messages, and ensure transparency about what you're sending.
Registration protects both you and the families you serve.
Opt-In Form Requirements
When you collect phone numbers through forms, tour bookings, or waitlist signups in Enrollio, families must explicitly consent to receive text messages. You can't force them to agree just to submit the form.
Separate Marketing from Non-Marketing Consent
You need two distinct checkboxes — one for promotional messages and one for operational messages. Families can choose one, both, or neither.
Marketing Consent Checkbox:
"I consent to receive marketing text messages about special offers, discounts, and service updates from [YOUR CENTER NAME] at the phone number provided. Message frequency may vary. Message & data rates may apply. Text HELP for assistance, reply STOP to opt out."
Non-Marketing Consent Checkbox:
"I consent to receive non-marketing text messages from [YOUR CENTER NAME] about [enrollment confirmations, tour reminders, billing notifications, etc.]. Message frequency may vary, message & data rates may apply. Text HELP for assistance, reply STOP to opt out."
Important: Use your official business name exactly as it appears on your IRS CP 575 or 147C document. If you operate under a DBA (Doing Business As), see the DBA section below.
No Pre-Selected Checkboxes
Consent checkboxes must start unchecked. Families must take action to check the box themselves — defaulting to "checked" will get your registration rejected.
Consent Is Always Optional
Even if you require a phone number on your form, checking the consent box must remain optional. Families should be able to submit a tour request or waitlist form without agreeing to receive text messages.
After submission, only send messages through channels they consented to.
Required Footer Links
Every form must include visible links to your Privacy Policy and Terms of Service in the footer. These links cannot be hidden by popups or buried in design elements — they must be immediately accessible.

Campaign Descriptions Must Match Your Forms
When you set up your A2P campaign, the message types you describe must exactly match what you promise in your consent checkboxes.
Non-Marketing Example:
If your campaign says you'll send "tour reminders and enrollment confirmations," your consent checkbox must say exactly that — not generic language like "non-marketing messages."
Marketing Example:
If your campaign includes "special offers or discounts," your checkbox must reference those specific message types — not just "marketing messages."
Business Alignment:
Your campaign description must make sense for a childcare center. Carriers review your website to confirm it matches. For example, "appointment reminders" works for childcare — "order shipping notifications" doesn't.
Privacy Policy Requirements
Your Privacy Policy must be accessible from every form and include specific language about how you handle mobile information.
What to Include
- Your business name and contact information (matching your Brand Registration exactly)
- Clear explanation of how you collect and use phone numbers
- The required third-party sharing clause (see below)
- Never mention buying, selling, or affiliate marketing of contact information
Required Third-Party Sharing Clause
Include this exact language in your Privacy Policy:
"No mobile information will be shared with third parties/affiliates for marketing/promotional purposes. Information sharing to subcontractors in support services, such as customer service, is permitted. All other use case categories exclude text messaging originator opt-in data and consent; this information will not be shared with any third parties."
Terms of Service Requirements
Your Terms of Service must identify who's sending messages, explain how to opt out, disclose message frequency, and reference your Privacy Policy.
Business Identity Clause
Start by clearly stating your center's name and what types of messages families will receive.
Example: "[Your Center Name] is a childcare enrollment platform that sends families text messages about tour reminders, enrollment updates, and billing notifications."
Opt-Out & Support Instructions
Include this clause with your actual phone number and support contact:
"You can cancel text messages at any time by texting STOP to [Your Phone Number]. After you send STOP, we'll confirm you've been unsubscribed and you won't receive more messages from us. If you want to opt back in, just sign up again the same way you did originally.
If you need help, reply with HELP or contact us directly at [your support email or toll-free number]."
Carrier Liability Clause
Add this exact language: "Carriers are not liable for delayed or undelivered messages."
Message Frequency Clause
Explain how often families will receive messages:
"Message and data rates may apply for messages sent between you and us. You will receive [specify frequency: up to 4 messages per month, messages as needed for scheduled tours, etc.]. Contact your wireless provider with questions about your text or data plan."
Privacy Policy Cross-Link
Include a direct link to your Privacy Policy within your Terms of Service.
Sample Privacy Policy and Terms of Service
Need a starting template? Create dedicated pages on your Enrollio site for Privacy Policy and Terms of Service. Make sure they're:
- Publicly accessible (not behind a login)
- Linked from every form footer
- Updated with your specific business information
- Compliant with all clauses listed above
Pro Tip: Have your attorney review these documents before publishing. Compliance requirements vary by state.
Using a DBA (Doing Business As)
If you have an EIN for your company but operate under a different brand name, you'll need to follow special DBA guidelines for A2P registration.
Your registered business name (from IRS documents) and your DBA must both be clearly identified in your registration. The brand name families see in messages should match your DBA, but carriers need to verify it connects to your legal entity.
Important: All business names in your forms, Privacy Policy, and Terms of Service must match exactly what you submitted in Brand Registration.
Using a Subdomain for A2P Registration
You can use a subdomain (like forms.yourchildcarecenter.com) for your opt-in forms as long as it clearly connects to your main website. Carriers verify that your subdomain belongs to your registered business.
Make sure your Privacy Policy and Terms of Service are accessible from the subdomain, not just your main site.
How to Get Support
If your A2P registration gets rejected or you need help with compliance:
- Review this checklist to identify what needs updating
- Check that your forms, Privacy Policy, and Terms of Service match exactly
- Verify your business information is consistent across all documents
- Contact Enrollio support with specific questions about your registration status
Common Rejection Reasons:
- Consent checkboxes are pre-selected or combined
- Missing Privacy Policy or Terms of Service links
- Campaign description doesn't match consent language
- Business name inconsistencies
- Privacy Policy mentions lead buying/selling
Staying compliant ensures your messages reach families reliably. Take time to set this up correctly from the start.
