What is changing?
Since January 26, 2023, all new US A2P 10DLC Campaign registrations require manual vetting and a one-time $15.75 campaign verification fee. This applies to:
- Standard Campaigns
- Low Volume Standard Campaigns
- Sole Proprietor 2.0 Campaigns
Your Campaign will be reviewed before you can send text messages to parents and families.
Why is this change happening?
This is an industry-wide requirement, not an Enrollio-specific policy. The change improves the vetting process to reduce spam, fraud, and unwanted messaging — helping keep text messaging a trusted way to communicate with families.
Every messaging provider who handles A2P Campaigns must conduct this vetting. Enrollio collects the $15.75 verification fee and passes it directly to our telecommunications partners without markup.
How do the new fees fit with existing registration fees?
Here's a breakdown of all registration fees:
| Fee Type | Sole Proprietor | Low Volume Standard | Standard |
|---|---|---|---|
| Brand Registration (one-time) | $4.20 | $4.20 | $4.20 |
| Monthly Campaign Fee (recurring) | $2.10 | $1.50-$12* | $1.50-$12* |
| Campaign Verification (one-time) | $15.75 | $15.75 | $15.75 |
* Monthly fee varies based on your use case type
How does this affect Campaign Vetting?
When you submit a new Campaign, it enters a "Pending" state until the manual vetting process is complete. You can only send text messages to parents and families once your Campaign is fully approved.

What determines whether a Campaign passes or fails?
To increase your chances of approval, follow A2P Campaign best practices:
- Use clear, accurate descriptions of your messaging use case
- Accurately represent your childcare center's business type
- Include your opt-in process details
- Provide sample messages that match your actual messaging
Pro Tip: Review the A2P Campaign Approval Best Practices guide before submitting your Campaign to avoid common rejection issues.
Will I get my $15.75 back if my Campaign fails?
No, the $15.75 Campaign verification fee is non-refundable. However, Enrollio is working on a pre-screening process to catch issues before your Campaign is sent for external vetting. This will help you avoid paying the fee for a Campaign likely to be rejected.
Are existing Campaigns affected?
Currently, only new Campaigns require this vetting process. If this changes for existing Campaigns, we'll notify you of any new requirements.
Are monthly recurring fees affected?
No, your monthly recurring fees remain the same and are based on your Campaign use case.
Do post-approval Campaigns require vetting?
Yes, the new vetting process and $15.75 fee apply to post-approval Campaigns like Agents/Franchise and Proxy. The vetting happens after carrier approval.
What can I do if my Campaign is rejected?
You can resubmit your Campaign at no additional cost. A2P Campaign resubmissions are now free — the previous $15 resubmission charge has been removed.
When resubmitting, you can update most fields to address carrier feedback. However, you cannot edit:
- Campaign use case
- Opt-in message
If you need to change either of these fields, you'll need to create a new Campaign, which will incur the standard fees.
Important: While resubmissions are free, Campaigns rejected due to disallowed content may be subject to applicable charges.
Are there exceptions to these changes?
Toll-Free messaging is an alternative to A2P 10DLC. Toll-Free numbers require a verification process but don't rely on Brand and Campaign registration. This can be a good option if you're having difficulty with A2P 10DLC approval.
